First Round of Voter Registration Sees Challenges and Violations: FEFA

KABUL - The Free and Fair Election Foundation of Afghanistan (FEFA) released a report on Wednesday that detailed challenges and instances of violations observed in the first round of voter registration process for the 2014 elections.

Even though FEFA called the first round of registration an overall success, its report indicates numerous faults in the process related to security challenges, the lack of female registration in some areas, negligence in the distribution of the voting cards and defiance of certain articles of the election laws.

"Our aim was not to call the first round a failure, by and large it was successful. But we are concerned with the challenges and violations that existed. So we ask the Independent Election Commission (IEC) and the security agencies to consider this report and in preparation for the second round of the voter registration process," said Jandad Spinghar, the head of FEFA.

The following is a list of the issues the first round of registration faced according to FEFA's report:

  1. Lack of security at registration centers throughout the country
  2. Technical challenges in 11 centers
  3. Absence of IEC staff in some areas
  4. Absence of women in 80 centers
  5. Absence women police in 12 centers
  6. Overly-limited operation hours in 11 centers
  7. Unsafe of nine centers
  8. Remoteness and inaccessibility of six centers
  9. Registration of voters without proper documentation
  10. Registration of under-ages voters
