Lawmakers Criticize  Ministries Budget Spending

KABUL - The Parliamentary commission of finance and budget said Sunday that 11 government organisations including the Ministries of Defense and Public Health did not responsibly spend their budgets in 1390 (2010-2011).

Commission deputy Siddiq Ahmad Osmani said that the country's laws are not considered in spending the budgets, criticizing unbalanced distribution by the Ministry of Finance towards government organisations.
He also criticized the lack of coordination between the estimated budgets and the way it is spent by most government organisations.

"There is no match between the estimated budget and its expenditure," Osmani said.

The public health ministry was singled out for its poor distribution of funds.

"There is no medicine even in a hospital only 50 meters away from the Ministry of Public Health," said Nangarhar MP Sayed Ikram.
But the ministry dismissed the issue.

"None of the executive organisations have equal income and outcome," said Public Health Minister Suraya Dalil.

Including some of the independent directorates, the Ministries of Defense, Counter Narcotics, Public Works, Economics, and Public Health did not spend more than 95 percent of their 1390 budget.

In the current financial year, the Ministry of Finance says the spending of each ministry to date is the following:
Ministry of Communications and Information Technology has spent 40.13 percent of its budget
Ministry of Urban Development: 78 percent
Ministry of Women's Affairs: 51 percent
Ministry of Refugees and Repatriations: 46 percent
Ministry of Public Welfare: 46 percent
Ministry of Rural Development: 42 percent
Ministry of Labors, Social Affairs, Martyrs & Disabled: 41 percent
Ministry of Counter-Narcotics: 38 percent
Ministry of Economics: 35 percent
Ministry of Foreign Affairs, Ministry of Agriculture, Irrigation, and Livestock: 30 percent
Ministry of Transportation and Aviation: 30 percent
National Directorate of Security: more than 40 percent
Directorate of Nomads: 57 percent. (Tolo News)
