ANF Blames Govt. for Rishkhor Incident

KABUL - Afghanistan National Front (ANF) on Wednesday condemning the incident of Rishkhor said; Those who have opened fire on defenseless people should be prosecuted and punished!
Afghanistan National Front (ANF) condemned the aggressive attitude of Afghan police in Qayla Patha, Rishkhor area of Kabul, which resulted in the death and injury of some residents of the area. The Front demanded for the proper pursuit of the reasons for the incident. Faizullah Zaki, the spokesperson of ANF, said in a press conference, censured the incident and vehemently demanded that measures should be taken to figure out the reasons of the incident. He said that the inappropriate administration of the lands by the government has on many occasions resulted in discrepancies and clashes in the country.

ANF in its press conference and statement has mentioned that incapacity of the government to develop an urbanization plan and to protect the land from land-mafia is a matter of concern throughout the country, and the solution for it does not lie in attacking and shooting the poor and suffering people. ANF's findings from the families of the victims and opponents of the incident are that the residents of the houses have the documents that they received from the property dealers and the matter is not limited to Kabul.

. According to the municipal officials in Kabul city, ninety out of hundred percent residents do not have permission from Kabul Municipality for their residence. Settlements, including tall buildings that house the majority of green areas, industrial and public utility construction have been included in this category.

ANF emphasized to solve the land problem and asked the authorities to try to control land confiscation and plunder, carry out trial and punishment of the cruel people who opened fire on defenseless people and promptly implement the provisions of Article (131) of constitution and opt for the elected municipal and urban councils..

The ANF spokesperson said, "Given that it is not possible to solve these problems without the direct participation of people, ANF once again stresses the necessity of restructuring the system in the country."
ANF stressed in the conference that the management team has failed to plan economic affairs properly and create jobs in rural areas, resulting in a huge wave of rural to urban movement of large population that creates greater housing and environment challenges.

The residents of the Rishkhor, Kabul say that this incident started from the Tuesday afternoon after the Kabul Municipality in coordination with police started to bulldoze the houses that were without maps, after which they had to face the opposition of the residents.

On the other hand the residents of the Qilaya e Fatho area have said that this incident started before noon and as a result three people were killed by police and seven others were injured. They added that police started bulldozing the houses without informing the residents. The residents have also claimed that there are children and women as well in those who are injured. In the meanwhile, the person whose father was killed in the incident demanded from the government to bring the agents who killed his father to justice.

In the same regard, in another news reports, Ministry of Interior has approved that the police became involved in Rishkhor with the Kabul Municipality's permission. The spokesperson for Ministry of Interior, Sadiq Ullah Sadiqui approved the death and injury of five civilians in the incident and said that police got aggressive in Rishkhor without the permission of the Kabul Municipality. He also paid his condolence for the death and injury to the residents of the area.

The MoI spokesperson added, "It is not worthy to take a life for a piece of land. I am really moved. Our investigation team will work on the issue and will try to find out the reasons of the incident. The matter related to the grabbing of the land is an entity of Municipality of Afghanistan, while the police is to coordinate with the relevant authorities so that the actions are carried out in accordance to the law. Police is compelled to act in on the basis of rules and regulations.
