KABUL - President Mohammad Ashraf Ghani has ordered the formation of a new administrative ‘Ministry of Transport’ unit by merging the Ministry of Transportation, Civil Aviation Authority, Railway Authority, and Traffic Directorate of the Ministry of Interior with the Ministry of Public Works.
The Office of the Chief of Staff of Presidential Palace in a statement said the new administrative unit has been formed with an aim for on time and effective realization of the goals and priorities of the government in bid to improve better governance, promotion of reforms in the public administration, acceleration of strategic investment process in the infrastructures of the country and prevention of operational interferences among the government institutions as well as realization of the principle for prevention of expenditures.
The statement further added that all documents of the mentioned institutions would be merged based on the decree issued by President Mohammad Ashraf Ghani and the Ministry of Public Works would be responsible to deal with the responsibilities of the first degree employees of the mentioned institutions until the merger process and modifications of the legislative documents are completed.
Another committee would also be established and would be led by the Second vice President for the execution of the process of merging the institutions and to particularly monitor the merger of budgetary formations of the mentioned institutions.
The Office of the President also added that another committee would also be established and led by the Ministry of Public Works to prepare a plan for the merger of the formation and budget of the mentioned institutions.
According to ARG Palace, the committee would work in close coordination with the Independent Directorate of Administrative Reforms and Civil Services and the Civil Services Administration of the Ministry of Finance and present recommendations in this regard to the Presidential Palace in coming six months.
