New Reforms to Ease Official Processes in Health Sector

KABUL – The public health minister said the reforms will ensure that investors in the sector have access to improved ministry services.
The Independent Administration Reform and Civil Services Commission has introduced reforms in the Ministry of Public Health based on which the official processes have been made easy in order to support local investors.
The move is aimed at bringing more transparency and improving time management regarding official procedures.
According to the commission the new reforms will affect the process in the following sectors:
•    Establishing of new pharmacies has reduced to 16 days and 26 official phases while it took 122 days and 134 phases previously;
•    Transferring of pharmacies to provinces will take 13 days while it took 124 days in the past;
•    Establishing a new pharmacy in provinces took 117 days in the past but it has been reduced to 16 days.
The head of the commission Ahmad Nader Naderi said the reforms have been brought to simplify people’s access to public offices.
“The principle goal is to ease public services in all forms to the people,” he said.
At the same event, Public Health Minister Ferozuddin Feroz said according to an agreement between the ministry and the reforms commission, some authority will be shifted to provincial officials of the Ministry of Public Health.
“From now on, those who want to open a pharmacy or move it to other provinces will spend less time, will not have to pay bribes and will complete the official procedures easily,” Feroz said.
He said that most of the 800-plus pharmaceutical import companies are not accountable to the ministry. Therefore, he said, the ministry wants to reduce the number of these companies to 10 - all of which will be held accountable and made to ensure their business dealings are transparent. (Tolonews)
