KABUL - There is concrete evidence of the Haqqani Network's involvement in the latest attack in Kabul, the International Security Assistance Force (ISAF) claimed on Monday.
The group waging attacks from its safe heavens outside Afghanistan must be death with politically, Carsten Jacobson, an ISAF spokesperson, told a news conference in Kabul.

He was confident the network planned its attacks abroad, while ISAF operations were focused on areas inside Afghanistan, he said. NATO-led troops, therefore, would face problems chasing the militants, he explained.

The group wanted to attack Kabul during Ramadan, Eid and other national holidays, but its plans were thwarted, he said. The US ambassadors in Kabul and Islamabad have also blamed the outfit for the Kabul assault. Washington later asked Islamabad to take immediate, strong and effective action against the network.

It was a 'failed operation' by the Haqqanis, a group that sought to kill Afghans and destroy their country, Jacobson said, stressing the need for serious actions against the rebels.

Also speaking at the press conference, Dominic Medley, NATO's civilian spokesperson, said serious talks with Pakistan over Haqqani operations from its soil were underway.

But Medley believed militant incursions would not influence security transition to Afghan security forces, a process that will be complete across the country by 2014. Afghan and German representatives were working on the agenda for the second Bonn conference due in December, he added.
