KABUL - Meshrano Jirga or upper house of parliament members on Tuesday said ministers who failed in spending their development funds should be removed and introduced to the attorney’s office.
A day earlier, Wolesi Jirga or lower house of the parliament also insisted ministers who spent less than 50 percent of their budget should be disqualified.
According to the Ministry of Finance, most of the budgetary units spent 30 to 40 percent of their development budget in the past 10 months of the current fiscal year.
A Meshrano Jirga member, Mohammad Asif Seddiqi, told today’s session that ministers who spent small amount of their budgets should be disqualified and sent to judiciary organs in order others could learn a lesson.
He asked the president to sack authorities unable to implement their financial plans.
The Afghan people right now were in need of development budgets more than any time before and non-implementation of projects was a great treason, he said.
Latif Zhwandai, another senator, also called non-implementation of development projects a treason and said: “Any minister or director who has failed to spend their development budgets should be introduced to judiciary organs.”
A number of other senators held similar views. Meshrano Jirga chairman Fazal Hadi Muslimyar said, “Non-implementation of developments projects is a violation of law because development projects are part of budget spending which is written and shared with the parliament.”
He also asked the government leaders to sack ministers who did not deserve the post and introduce them to judiciary organs.(Pajhwok)
