Each Ministry to Have  Reform Committee

KABUL - All ministries will have their own committees to bring about administrative reforms and prevent the civil service from being politicized.

To the effect, the ministries of information and culture, rural development and telecommunication and information technology on Saturday inked separate agreements with the Independent Administrative Reforms and Civil Service Commission.

Noor Mohammad Noor Zurmati, the commission official, told Pajhwok Afghan News the proposed committees would comprise officials of the ministries concerned and the commission.

The committees would evaluate all affairs of the ministries and on the basis of their assessment, provincial departments of the ministries concerned would present their plans, he said.

Keeping in view those plans and their standard, the committees would recommend necessary reforms in each ministry, including appointments that meet standards of the designations, he added.

The acting head of the Independent Administrative Reforms and Civil Service Commission, Ahmad Mashahid, said such agreements would be signed with all the ministries.

He said the agreements were aimed to bring about prudent reforms to ministries and prevent departments from being politicized.

“Depoliticizing means civil servants should not take benefit from facilities and government resources to promote their political interests,” he explained. He said no one was allowed to make appointments against political connections.

At today’s gathering, officials from the ministries of information and culture, rural development and telecommunication and information technology said the agreements would pave the ground for essential reforms in their ministries.

Information and Culture Minister Abdul Bari Jehani said it was necessary to evaluate all affairs of a ministry before implementing reforms.

“The unity government has inherited many problems. To deal with these problems and corruption, the jobs should be given to eligible individuals.”

His Rural Development counterpart Nasir Ahmad Durrani said: “Every ministry should plan and execute its affairs in line with the country’s economic and overall situation and all shortcomings in ministries should be overcome.”

Deputy telecom and IT minister Abdul Wahab Sadat called the agreement as crucial for streamlining the ministry’s affairs. He said reforms were needed to prevent corruption and mismanagement. (Pajhwok)
