Public Support in Exchange for Representation and Services

LaniGuinier, in Tyranny of the Majority, argues that "The potential for instability exists when any significant group of people ends up as permanent losers." Over the last three decades, Afghanistan has been not only through political instability but also violent ups and downs. This chequered history of politics has affected other spheres of life as well. For instance, the impacts of these developments have been tangible over social and cultural relations in the country.

After Bonn Agreements in 2001, it was expected that democratic designing of the political system and government would fine-tune them to achieve best performances in accommodating the interests of diverse identity groups as well as stimulating economic development to reduce poverty.

It is now ten years that have passed since the agreements were reached to allow for further democratic development in the country. This is a complete decade and could be used to successfully complete the transitioning into a consolidated democracy.

When we say consolidated democracy, it is presumed that in democracy lie the interests and goods of all identity groups and political actors, and consequently the whole nation. There is now less political stability and the government's performance to stimulate economic development is absolutely unsatisfactory because of the rampant corruption that has had diverse negative impacts, such as generating gaps between the government and people and rendering the government inefficient to deliver services to the people.

This is just a small snapshot of how the government has failed to move the country to a development phase. The failure of the government is related to the failure of democratic designing of the country's political system and power structure.

There are two major things that matter greatly in a democracy: representation/inclusion and governance. If representation is not inclusive enough or if people are not represented to power structures and feel to be excluded and ruled by an often corrupt clique, there will be no motive left for them to continue to support the system that is under the monopoly of a few.

Same is the case when the governance is a failure and people do not feel being served. People's support is exchanged for representation and services. If representation does not take place and services are not delivered, there will be no rationale left for the people who wrestle with backbreaking poverty to legitimize the actions of the corrupt clique that run the government by supporting it.

So there is a need for a review of the designing of the power structures to provide for better representation and better services.
